JOB PURPOSE/SUMMARY:

Responsible for the crewing of region vessels on a 24-hour a day, seven days a week basis. Responsible for all payroll records for marine employees. Reviews validity of all wages relative to union agreements.

ESSENTIAL FUNCTIONS:

  • Assigning and scheduling crews
  • Provides work schedules for marine employees
  • Assists with scheduling crews for ocean division vessels
  • Provides vacation and illness relief for marine employees on a 24-hour a day, seven days a week basis.
  • Evaluates marine employees for optimum utilization.
  • Manages head count to manage costs.
  • Hires individuals as required to crew vessels consistent with US Coast Guard license requirements, E.E.O. and affirmative actions commitment.
  • Works with Marine Operations in disciplining marine personnel as required for conduct and performance.
  • Performs special duties and other projects as assigned.
  • Adheres to all company policies.
  • Accomplishes all tasks as appropriately assigned or requested.
Payroll records for marine personnel
  • Reviews validity of all wages relative to compensation plans, including daily wages, hourly overtime, sick leave, short-term disability and vacation pay.
  • Inputs / Reviews data into on-line payroll system for all wages paid to marine personnel.
  • Coordinates special payroll situations between marine personnel and accounting department.
Training classes and database maintenance
  • Works with outside vendors to set up training schedule dates on a yearly basis.
  • Motivates and schedules marine employees for training classes.
  • Maintains database  training classes.
  • Maintains database for Coast Guard licenses for deck officers and engineers.
  • Maintain database and is responsible for updating Pacific Pilotage Authority list.
Vessel visitations
  • Conducts vessel visitations on a regular basis to interact with crews for the purpose of enhancing office to vessel communication in addition to identification of any personnel issues that require resolution.

KNOWLEDGE SKILLS AND ABILITIES:

  • English language necessary for oral, written and phone communications.
  • Basic math skills for calculations involving payroll.
  • Knowledge of general human resources functions and applicable regulations is preferable.
  • Personal computer skills, Windows, Word, Excel
  • General knowledge of various office machines
  • Excellent communications and human relations skills.
  • Ability to build and maintain effective working relationships.
  • Ability to organize workload and prioritize projects in an ever-changing environment.
  • Ability to work under pressure.
  • Ability to demonstrate high ethical standards of honesty and integrity to lead by example.

MINIMUM REQUIREMENTS:

This position generally requires a high school diploma and a minimum of three years of related marine experience. Experience of six months to one year within the company would be required to become familiar with various company vessels and their manning requirements. Additional on-the-job training for a period of months is required to become familiar with marine personnel, individual abilities and scheduling.
